OTTAWA — When Ottawa Mayor Linda Reed awarded the Mayor’s Choice Award for the “Celebrate Ottawa photography contest, she didn’t know the prize would fall so close to home. The winner? City planning director Wynndee Lee with her snow photo entitled “Kanza Winter Lights.” Reed said when she judged the photos, she didn’t know know had taken them.
