NEWPORT, R.I. — Joseph Newman has been commissioned as an ensign in the U.S. Navy. He recently completed the Navy’s 13-week officer candidate school at Newport, R.I. Training included navigation, ship handling, engineering, naval warfare and management. He graduated from the University of Arkansas last year. He is the son of Christy Hubbard of Garnett.
