OTTAWA — The Ottawa City Commission will decide this morning if they want to take on Paola, Gardner and Baldwin City in the Kansas Climate and Energy Project’s Take Charge Challenge. Ottawa energy users could try to out-save people in the other cities over the next year. Not only would the communities save energy and utility costs, the community that saves the most electricity over a year will win $100,000 in prize money, said city manager Richard Nienstedt.
