OTTAWA — A plan to repave Parking Lot B downtown, east of Walnut Street between First and Second, has gotten a thumbs-down because of the weather. City public works director Andy Haney said he’s talked to Killough Construction officials and they’ve decided the forecast temperatures for this week will be too low to apply asphalt. Haney said he expects to have the work done this year but if the weather won’t cooperate, the project will be delayed until next year.
