OTTAWA — The Franklin County Commission will have a public hearing on Dec. 22 on whether to republish the county’s budget. Because of some unexpected revenues and because of some unexpected expenses, county administrator Lisa Johnson told commissioners Wednesday that she would like the authority to transfer reserves from the general fund to other funds if necessary. Some departments such as the road department and county health received some grants and reimbursements — such as federal emergency money to repair roads and equipment because of flooding, and H1N1 vaccination money for the health department, she said.
