TOPEKA – Gov. Sam Brownback declared a state of disaster this morning because of the blizzard. Brownback said that based on past experience, the state can’t wait for the storm to end before responding. The Franklin County Commission has also declared a state of disaster for the county. The Emergency Management office continues to monitor the weather and discourages all travel in Franklin County due to road conditions, cold temperatures, and the possibility of drifting snow, said emergency management director Alan Radcliffe. County officer were closed at noon and will reopen Wednesday at 10:00 a.m., weather permitting. The Franklin County Commission meeting scheduled for 8:30 has been moved to 10:30 a.m. Wednesday.
